A regular meeting of the
Board of Directors of the WVAHA was held on January 22, 2002, 10:00 a.m.
at the Clarksburg Housing Authority, Clarksburg, WV.
Old Business
Approval of September 10, 2002 Minutes
Virginia Lewis made the
motion to approve the September 10 2002 minutes, D.J. Morris seconded
the motion and the motion carried unanimously.
Treasurers Report
Treasurer Virginia Lewis
stated she did not a have an official Financial Report prepared, however
the balance in the cash account was between $18,000 and $20,000 and the
Scholarship Fund $79,000 to $80,000.
It was requested of Virginia to develop a list of due paying
members and the dues status as well as a vendors list, which need to be
sent to Ed Summers.
New Business
Expansion of Spring Workshop to include Multi-Family
Housing Training
A discussion was held
regarding the inclusion of a Multi-Family Housing track in our spring
workshop. Lisa Zukoff explained she had been in contact with the
Charleston HUD Office who along with the WVHDF expressed interest in
participating in the development of this training. The possibility of
HUD personnel serving on the Professional Development Committee was also
discussed. It was felt that HUD’s participation on the committee was
acceptable as long as their participation was limited to one
representative. The need for the Multi-family track was discussed along
with the potential number of non-WVAHA member participants. A motion was
made by Virginia Lewis to include Multi-family track into the spring
conference and to refer the issue to the Professional Development
Committee for action. The motion was seconded by Tony Bazzie and was
carried unanimously.
Training Sessions:
Annual Conference – Lisa
Zukoff stated that discussion regarding the Annual Conference would be
taken up by the Professional Development Committee.
Procurement Training - It
was discussed that the Procurement Training offered in Charleston was
very successful and made money.
Commissioner’s Retreat
– A discussion was held regarding the interest in the previously
planned Commissioners Retreat. Those present agreed to continue to
pursue the training and that May or this summer should still be
considered. It was discussed that Stonewall Resort was still the
preferred site although the Stonewall Resort did not send the
Association the proposal as promised. A motion was made by Tony Bassie
to move forward with the Commissioners and ED Retreat, it was seconded
by Brad West and the motion carried unanimously.
Expenditure Approval:
A discussion was held
regarding the approval of Legislative Monitoring Contract provided by
Virginia Lewis. Pursuant to this issue a discussion was held regarding
the various housing related bills being proposed in this session of the
West Virginia Legislature. Virginia Lewis noted that the bills under
consideration were listed on the Legislators web page. Brad West made
the motion that the contract with Virginia Lewis to monitor housing
related legislation in the WV Legislature be renewed, D.J. Morris
seconded the motion and the motion carried unanimously.
Lisa Zukoff discussed the creation and progress of the newly
formed organization, the West Virginia Affordable Housing Partnership.
This organization was established out of the meeting in September with
Community Works of WV and the WVAHA with the purpose of creating an
education/lobbying entity to promote affordable housing issues in WV.
John Martys gave a brief overview of the organizations mission and
proposed activities. Lisa Zukoff explained the agreement of each member
organization to contribute $2000 in annual dues to support WVAHP
activities that will include an informational booth at Affordable
Housing Day on February 3rd at the Legislature.
Tony Bassie made the motion to approve the expenditure of $2000
for the WVAHP annual dues for 2003, D.J. Morris seconded and the motion
carried unanimously.
Other Issues:
A discussion was held regarding funding cuts for Public Housing
and the Section 8 Programs for 2003. Lisa Zukoff urged the membership to
send letters to our elected representatives opposing the cuts and to
send Tony Bassie a copy.
It was suggested that our WVAHA web site could be used as a means
to distribute information on the funding situation and to gather data on
each housing authority to support our position against funding cuts.
Josie Cuda stated she has been in contact with a Nebraska group
on the development of a National Rural Policy. She will be attending a
conference in Washington in February that will discuss the creation of
such a policy.

The regular meeting of the WVAHA was held on September 11, 2002, 12:00 p.m. at Glade Springs Resort at Daniels, WV. There were no additions or deletions to the agenda.
Approval of April 13, 2002 Minutes
Cindy Preast made the motion to approve the April 13, 2002 minutes, George Dow seconded the motion and the motion carried by majority vote.
Treasurers Report
Treasurer Virginia Lewis gave a Financial Report. According to Virginia, the WVAHA cash balance is $98,844.38 as of August 2002. Of this cash balance $19,560.28 is in the general fund and $79, 284.10 is in the Scholarship Fund. Income verses expenses since October 1, 2001 reflects a $180.13 loss. Manuel Cartelle made the motion to accept the treasurer's report as presented, John Martys seconded and the motion carried unanimously.
Committee Reports
Commissioners Committee: No report.
Bylaws Committee: Manuel Cartelle had no report.
Professional Development Committee: Bill Dotson reported that the Spring Conference would be held in Charleston, WV on April 14, 15, and 16 of 2003. The Professional Development Committee will meet in October to set the agenda for the Spring Workshop. Dotson reported that the PDC is still interested in conducting a Commissioners Retreat in 2003. Board addresses will be gathered to determine the interest in this event. Future WVAHA meeting locations were announced as follows:

Housing Maintenance Committee: Kevin Galloway reported that the Maintenance Committee will meet in the fall to plan the Spring Workshop maintenance track.
Legislative Committee: Tony Bazzie had no report.
Scholarship Committee: Madelyn Dotson recognized the vendors for their support of the scholarship fund and Larry Adkins for a $50 challenge to the vendors.
Insurance Committee: Dave Rothrock had no report.
Old Business:
WVAHA Basketball Tourney: Cindy Preast gave a report on the State Housing Authority Basketball Tournament hosted in Wheeling on May 17 and 18. Cindy stated that Bluefield, Huntington and Wheeling Housing Authorities fielded teams, with Huntington winning the tourney. She encouraged all Housing Authorities to develop teams and participate in future.
New Business:
Resolution to Support Don Cameron as SERC Senior Vice President: Lisa Zukoff discussed a request for a resolution by the WVAHA to support Don Cameron as candidate for NAHRO Vice President. Manuel Cartelle voiced his support for Don Cameron and encouraged a vote. Cindy Preast called for a resolution that the WVAHA to support Don Cameron as candidate for NAHRO Vice President Manuel Cartelle seconded and the motion carried unanimously.
Housekeeping: Lisa Zukoff mentioned that registration refunds requests must be made within 10 days and encouraged early registration for future conferences.
With no further business to be conducted, Cindy Preast moved to adjourn D.J. Morris second.

Lewis made the motion to approve the April 23, 2002 minutes, Lisa Zukoff

New Business
Commissioners Retreat
A discussion was held regarding a
retreat specifically for Commissioners and Executive Directors. Several
possible topics, dates and locations were discussed. It was felt that
the new Stonewall resort in Lewis County would be a good venue and that
October was an acceptable month. It was discussed that the conference
should be casual in nature and spouses/guest should be invited.
Activities for board members and spouses/guest could be arranged. Bill
Dotson will follow-up with a survey to PHAs commissioners as to their
interest and agenda suggestions.
Web Site
John Martys presented the final
version of the web-site. Suggestions were accepted. The web site will be
on-line and accessible to all WVAHA members and the discussion page is
available with the password “housing”. All housing authorities were
encouraged to use the site as a good means of communications.
A discussion was held regarding the
meeting with Community Works of West Virginia and the attempt to develop
an organization that would be an advocate for affordable housing issues.
The possible initial membership of the organization could include WVAHA,
Community Works of West Virginia and the West Virginia Community Action
Directors Association.
With no further business to be
conducted the President motioned to adjourn. Tony Bazzie seconded the
motion and the motion carried unanimously.

Approval of February 13,2002 Minutes
Mike Comer made the motion to approve the February 13, 2002 minutes, Tony Bazzie seconded the motion and the motion carried unanimously.
Treasurers Report
Treasurer Virginia Lewis gave a Financial Report. According to Virginia, the WVAHA cash balance is $70, 736.95 as of April 2002. The Asset Management training made a profit of $1,281.29 while the Personnel Training cleared a profit of $4,069.37.
Model Policies
The President reported that the law firm of Steptoe and Johnson submitted a cost of $500 to provide model personnel policies for WVAHA members. Lisa will make a follow-up contact with Steptoe and Johnson regarding this issue. Cindy Priest made the motion that Lisa Zukoff negotiate a price and contract with Steptoe and Johnston for model personnel policies. If the cost was above the $500 quote Lisa will call board members for approval. Virginia Lewis seconded the motion and the motion carried unanimously.
Legislative Update
Tony Bazzie, Legislative Committee Chair reported on several proposed pieces of legislation being followed by WVAHA.
Lisa Zukoff discussed the IDA (Individual Development Account) legislation and the
Medicaid Waiver Program. Lisa stated the association needs to decide if it should pursue supporting this legislation.
Tony Bazzie reported on the NAHRO Legislative Conference. He stated the past WVAHA newsletter contained a full report on NAHRO supported legislative issues. Tony also reported the association's visit to our elected representatives. Only Congressman Rahall and Senator Rockefeller meet with the group. Tony also stated the meetings seem to help however congressional participation is not strong.
It was also discussed that the PHADA Legislative Conference in September was important and in many ways as influential as NAHRO's.
OLD BUSINESS
Association Website
John Martys distributed a website design proposal from Kitty Blackwood. It was discussed that the website could post WVAHA information such as the newsletter, association meeting minutes, events, vendor information, member information, and other such information. Blackwood's design proposal was for a cost not to exceed $1,020.00. This includes up to 10 HTML pages, one (1) interactive form, domain registration, Meta tag coding, and registration of site to search engines.
Tony Bazzie made the motion to accept the proposal, Dave Rothrock seconded and the motion carried unanimously. Martys stated the website would be available for review by the fall conference.
NEW BUSINESS
Lifetime Membership
Lisa Zukoff stated that Alice Limbers was retiring and that she had been an active member of the association for years and represented West Virginia on several SERC committees. Lisa Zukoff made the motion that Alice be made a Lifetime WVAHA member, D.J. Morris seconded and the motion carried unanimously.
A discussion was held on the appointment of the new housing trust fund board. The following members were appointed, Mark Nesselroad of Glenmark, Jim Guida of Weirton, Sandra Hamlin of Religious Coalition for Community Renewal, Lynn Talley of Community Works, Gale Steeley of HARTS, Inc., Doug Leech of Centra Bank, Virginia Lewis of Mingo County Housing Authority, D. Nesslebaum of WV Dept. of Health and Human Resources, David Satterfield of the Governors Office and Joe Hatfield of
WVHDF.
The President noted that the next board meeting would be held Glade Springs as part of the Fall Workshop on September 9 to 11th. With no further business to be conducted the President motioned to adjourn. Tony Bazzie seconded the motion and the motion carried unanimously.
